This strategy is aligned with the broader \u201cChoose Europe\u201d initiative introduced by President Von der Leyen. That initiative initially focused on the science side, promoting a unified European approach that seeks to attract and retain talent, thereby strengthening Europe&#8217;s competitiveness.<\/p>\n<p>Startups and scaleups are critical to the continent&#8217;s future, stimulating innovation and sustainable growth, generating high-quality jobs, attracting investment and reducing strategic dependencies. However, despite having solid foundations, many still face obstacles in bringing their innovations from the lab to the market or expanding within the EU.<\/p>\n<p>The strategy aims to address these challenges by supporting them during all stages of their development, from start-up to growth and success in the EU. It identifies the main needs of start-up and scale-up companies and proposes a series of actions in five main areas:<\/p>\n<p><strong>Fostering an innovation-friendly environment<\/strong>: As outlined in the Single Market Strategy, start-ups and emerging companies need less fragmentation and administrative burdens, as well as simpler and more favorable rules across the Single Market. The Commission will propose a 28th European regime to simplify rules and reduce the cost of failure by addressing critical issues in areas such as insolvency, labor and tax law. The digital wallet for companies in Europe will facilitate seamless online interactions with public authorities across the Union through a common digital identity for all economic actors. The new European Innovation Act will also promote innovation by incentivizing isolated environments.<\/p>\n<p><strong>Boosting better financing<\/strong>: Startups and start-ups require more effective access to funding, as well as a larger and more cohesive EU venture capital market and greater involvement of institutional investors in Europe. The proposed Savings and Investment Union will be instrumental in opening up more avenues for financing and investment in the EU. To advance this proposal, the strategy seeks to expand and simplify the European Innovation Council, implement a Scaleup Europe Fund to help reduce the funding gap in high-tech growth companies, and establish a voluntary European Innovation Investment Pact, with the aim of encouraging large institutional investors to direct their resources to EU funds, venture capital funds, and growing unlisted companies.<\/p>\n<p><strong>Attracting and retaining top talent<\/strong>: To obtain and retain top talent, startups and emerging companies need to improve their access to highly skilled people. The Strategy introduces the \u201cblue carpet\u201d initiative, which focuses particularly on corporate training, tax issues related to employee stock options and employment in different countries. The Commission will also support the Blue Card Directive and encourage member countries to set up faster systems for founders coming from outside the European Union.<\/p>\n<p><strong>Facilitating access to infrastructure, networks and services<\/strong>: Start-ups and new companies need to reduce the time needed to bring their products to market and improve their speed to market. The strategy suggests simplifying and unifying the different contractual conditions and facilitating start-ups&#8217; access to technology and research infrastructures through an Access Charter for industrial companies.<\/p>\n<p><strong>Fostering market integration and growth<\/strong>: Startups and small companies require more agile access from the lab to the market. The strategy introduces the \u201cFrom Lab to Unicorn\u201d initiative, which embraces European Startup and Scale-up Centers to facilitate the connection between university ecosystems across the EU.
